Open the transaction page in Paypal and there's a blue link at the bottom for issuing a refund. When you click it the page that loads will have th full amount of the transaction in the refund box by default so be sure to change that and only refund the amount you intend. The only difference is that some packages with electroinic Delivery Confirmation won't get scanned until they arrive at their destination, but it is "delivery confirmation" and not "tracking", so it is as its name implies.
